Dozens of regional governors and other officials of the czar’s administration fell to the bombs and bullets of the People’s Will, but the organization’s most dramatic act of terrorism was the assassination of Czar Alexander himself.

Like many terrorists before and since,the Panthers justified the use of violence as a form of self-defense against a hostile government.
