Risk assessment involves four areas of endeavor: hazard identification, exposure assessment, dose-response assessment, and risk characterization. Hazard identification establishes a qualitative relationship between the agent and an effect and asks the following questions. Is the agent responsible for the effect? Is the effect biologically significant? Is there a potential exposed population and thus public health threat?
