In the spring of 1750, he crossed the Irish Sea to study law at the Middle Temple in London. Losing interest in becoming an attorney, he moved for a while in literary circles, then entered the political arena as secretary to Lord Rockingham, leader of the Whig Party and sometime prime minister, more often leader of the opposition. Burke later served in the House of Commons and held middle level government appointments. His real significance, though, was as the intellectual leader of the Whig cause.

His belief in individual thought and creativity were too strong for him to want any conservative equivalent of Marxist orthodoxy. Yet, he did realize that there had to be clear principles that characterize the movement and draw people together. This is an apparent contradiction, but it is an achievable balance, one which he explained carefully. Somewhat concised, the canons are as follows: 1. Belief in a transcendent order, or body of natural law, which rules society as well as conscience. Political problems, at bottom, are religious and moral problems.
