Like many such descendants, it was single-minded and doctrinaire in pursuit of its beliefs. And it certainly had no interest in the advancement of modern architecture. Its influence over the whole course of the conservation movement had been profound. But their doctrinaire approach was redeemed by their scholarly expertise and their concern for the highest standards of craftsmanship in such restoration work as they could countenance. ORIGINS 19 A DISSENTING VOICE Even in its early days, however, the SPAB attracted criticism from at least one source.

The second defect was that while the Act made specific reference to the protection of buildings of special architectural or historic interest, it provided no method of identifying or listing them (as noted above, the LCC was already supporting the Survey of London, but this was a long-term scholarly undertaking not an instrument of administration). Presumably it was thought that local authorities and the Minister would use their judgement in deciding which buildings merited that description when preparing a town planning scheme or approving a building preservation order—or possibly it was thought that the Commissioners of Works would rapidly complete their list under Section 22 of the Act of 1913 (as noted above).

One may infer that the Commissioners of Works, secure in their possession of the archaeological high ground, were inclined to look down on other types of historic buildings as a somewhat inferior species. If so, they were much mistaken in terms of emergent public opinion and the Whitehall power game. The first preservation order under the 1913 Act was made in 1914 on an early Georgian house in Dean Street, Soho. The owner had restored it but could find no purchaser for it. The Act made no provision for financial assistance or compensation.
