The ZANU (PF) government tried to pre-empt the NCA by appointing a Constitutional Commission to draft a legal document for the new millennium. A resurgent land issue was another consequence of civil society awakenings appropriating ZANU (PF) plans. Resettlement had been on the ZANU (PF) agenda since the earliest days of independence. However, despite the availability of donor funds to buy out white farms and/or to install proper rural infrastructures, the government had not moved ahead much except to distribute some farms in patronage schemes for its supporters.
