The ZANU (PF) government tried to pre-empt the NCA by appointing a Constitutional Commission to draft a legal document for the new millennium. A resurgent land issue was another consequence of civil society awakenings appropriating ZANU (PF) plans. Resettlement had been on the ZANU (PF) agenda since the earliest days of independence.
