There OF is NATIONAL COUNTERTERRORISM a Director of the National 3 Counterterrorism Center, who shall be the head of the Na4 tional Counterterrorism Center, who shall be appointed by 5 National Intelligence Director. —The Director of the National 7 Counterterrorism Center shall report to the National In8 telligence Director on— 9 10 ‘‘(1) the budget and programs of the National Counterterrorism Center; 11 ‘‘(2) the activities of the Directorate of Intel- 12 ligence of the National Counterterrorism Center 13 under subsection (h); 14 ‘‘(3) the conduct of intelligence operations im- 15 plemented by other elements of the intelligence com- 16 munity; and 17 ‘‘(4) the planning and progress of joint 18 counterterrorism operations (other than intelligence 19 operations).
