Senate. Agitation from the Puerto Rican legislature spurred some changes in educational policy. S. Commissioner of Education compromised and allowed Spanish instruction in grades one through four, Spanish and English in grade five, and only English thereafter. This policy lasted until the late 1940s (Crawford, 1989). In the 1910s, members of the Puerto Rican legislature attempted to terminate English instruction in the public schools, offering English only as a course rather than the required language for most subjects.
The schools initially were state-supported. In 1852, however, a new law prohibited religious schools from sharing in state funds. Despite these laws, Southern California remained a Spanish-speaking region for some time. Spanish newspapers and bilingual schools flourished into the 1870s. There also were Spanish-speaking judges, elected officials, and community leaders (Leibowitz, 1971). The segregation of Mexican American children in the public schools of California was fairly well established by the mid-1920s.
At the time of the Spanish-American War, almost one million Puerto Ricans lived on the island that was less than thirty-five hundred square miles in size (Barreto, 1995).
