The criteria include well-located visitor centres with comprehensive facilities and well-trained visitor contact staff; well-designed and located signs for direction; various publications about the attraction; sufficient, highly qualified tour guides; and sufficient and welldesigned tourist public facilities with distinctive cultural features. 3. Safety and security. The criteria include complete safety and security regulations and their implementation; effective fire alarm and ambulance systems; on-site clinic and medical staff; and emergency response planning and reporting.

Its main cultural feature is the Giant Buddha of Leshan, carved out of rock in the eighth century, and being 71 metres in height. Mount Emei reaches a height of 3,099 metres and thus has five vegetation belts, and some 3,200 plant species have been defined, as have 2,300 animal species. Yet, the UNEP (1996) notes that ‘pressure from tourism is evident at the Golden Summit’. Observations would indicate that this still remains the case. However, it can also be pointed out that just as great a threat has been the environmental degradation caused by industrialization and the toxic waste from nearby smoke-stacks.
