The two programs offered states more than $400 million annually as enticement to employ reading strategies that met federal standards and criteria. Federal programs in 2000 covered a broad range with potential effects on many aspects of local education practice. These include Class-Size Reduction, 21st Century Community Learning Centers, Technology Literacy Challenge Fund, Safe and Drug-Free Schools, Public Charter Schools Program, Advanced Placement Incentive Program (AP), Preparing Tomorrow’s Teachers to Use Technology Program (Pt3), the Learning Anytime Anywhere Partnerships (LAAP), and New American High Schools.
Title II’s Effects on Teacher Education Title II of the Higher Education Amendments of 1998 leverages the policy impact of federal funds through grants to states to upgrade their teacher education programs. These grants can have significant influence on teacher preparation in part by causing states to examine practices more closely and to gather data, sometimes for the first time, on the effectiveness of these programs, the characteristics of their graduates, and the qualifications of their faculty.
This combination makes education an attractive issue for which political return can be substantial. For this reason alone, education policy is likely to remain a centerpiece issue at the national level. Rothstein (2001) makes the case that the next logical step in federal policy would be to address interstate inequality of per pupil spending. Just as states have been charged by the courts or taken it upon themselves to address intrastate spending inequalities, so might the federal government move to equalize funding among states.
