Nearly all of the examples I have seen were issued in the European theater after April 1945. My assumption is that during the war they were too busy to deal with what servicemen were taking home in their personal kits, and not many vets were being shipped stateside during the war unless they were wounded. But, after hostilities ceased millions of soldiers began the trip homeward.
